Article 1) The Party of  Love and Light (PAL) is a political movement as Association of Citizens, which has the ideal collaboration between people of good will to achieve the common good, cooperation with the most disadvantaged Countries, mutual aid, brotherhood and harmony between man, nature and the environment.

Article 2) The PAL symbol is a white dove with outspread wings turned westward, with a sprig of flower  in its beak and flanked by the letters written in the "PARTY OF LOVE AND LIGHT" and "FOR A BETTER EARTH"

Article 3) The PAL is organized democratically in accordance with Art .49 of the Italian Constitution and will ensure all legal formalities necessary for its full functioning. The party is open to all faiths, beliefs and religions inspired by the harmony of all men under the blue sky of Reason and in listening to their soul and their own consciousness

 

Article 4)  The Objectives of the PAL is to bring Light, Peace, Hope and Love to all and everyone by the pursuance of some fundamental principles:

a)    Total respect for the diversity of others, considered as a fundamental basis for lasting peace. The diversity that we see in nature and in men, both in form and in the minds, is a wonderful product that enriches the Creation and of great value. Diversity, especially in opinions and beliefs should be respected and protected, and never imposed a one-sided view, in full respect for what the Creation wanted, which is brotherhood among men all different  one from another, but all united in Love and Peace. Equality therefore, not as approval of a shapeless mass (equal only in consumption), but equality of rights in the respect of diversity and in pursuance of the Common Good, the real and ultimate purpose of our life on earth and for which, according to the our concept, we can all work together, with no more wars or fights but each-one expressing his/her heart in the simplest way. In fact this is the advent of a new era, what we might call the era of consciousness, but to be understood not as self-judgment, instead as the spontaneous following of the voice of our heart which tells us to love everything and everyone.

b) Love for those who suffer and for those in need, feeling great empathy for disadvantaged and for those who ask for help.

c) The passing by of the concept of competitiveness (which is now celebrated in economics but that assumes the competition and then the fight with winners and losers)  to arrive to the concept of cooperation, spontaneous aggregation of civic consciousness and deep mutual aid

d) The love for nature, our mother and for animals, our silent brothers, that we must protect and help and never misuse, in order to achieve true harmony on the planet.

e) The unconditional and mutual help among people of good will with love and brotherhood

f) The development of local communities as an essential means to decentralize the coordination of public management.

g) The openness to new forms of living beings that can interact with us from different worlds, both physical and spiritual, perhaps all different but all aggregated by the Universal Love that creates everything, all the time.

h) The Party does not want to suggest a "unique way of thinking", but instead a peaceful and harmonious environment where everyone can express himself

i) The party thinks that no one can govern others and that, as the case may be, the members of the political scenario should be the first servants of the community, with a temporary role as logistics coordinators and on behalf of the population they serve, for a sincere and lasting Peace in centuries.

j) The Party's tendency is to look constantly to the pursuit of the supreme good, the ultimate and infinite goal of all our lives, through the attainment of the common social and civic good, in a constant process of improvement, peace, unity and joy. The objectives of the Party are then projected into the future and in the spiritual evolution of humanity as a whole, recognizing that only through effort (albeit gentle and harmonious) to act in love and not by selfishness, greed and fear, it can be attained the continuous improvement of living conditions of all.

k) The Party therefore proposes the abolition of the system of government based on "leaders" instead favoring the Councils of Sages, wise men of recognized highest ethical and human value, inspired to take collective decisions for the highest ideals of mutual help and peaceful co-existence between people.

l) Direct Democracy, therefore, shared and felt by all, in which public officers shall give prove of great nobility: never more individual decision-makers on the shoulders of others, but helping each other in the choices for the Common Good. Abolition therefore of war, weapons and military expenses and devolution of their budgets for growth, protection and prosperity of the people.

Article 5) The PAL has the initial site in Novara (Italy), and may establish offices on the national territory and abroad, with sites on the internet , wanting since now crossing the borders imposed by the old nation-states to reach a broader concept of “citizenship of the world” where the Earth is our home and humanity is our family.

All that also by using the most advanced communication technologies, in a perspective of scientific progress harmonized with the progress of consciousness, ethics and awareness.

Article 6) May join the Party of Light and Love any citizen seeking for adhesion, eventually providing a voluntary contribution, as the economic means are something to dispose of in conscience and in freedom

Article 7) To support themselves the Party of Love and Light will receive gifts, legacies and what will be freely provided for its sustenance

Article 8) The PAL will perform all activities deemed necessary for the achievement of its constituent goals, including, by example, the organization of sporting events, cultural, and recreation, events, and so on, in accordance with the applicable provisions of law. It may also carry out commercial activities in compliance with current and administrative tax laws, as well as finding space for facilities, including through agreements with public or private entities, for the development of the institutional purposes.

Article 9) Can be members of the Party all those who share its aims and principles and accept its constitution. Participants will have an opportunity to avail themselves of the Party’s services and to provide their skills for the benefit their community of reference, through acts of constructive cooperation. The Party of Love and Light is by nature inclusive and open and  wants to change the attitudes of selfishness in a spirit of solidarity, and even if its organization will take a minimum of bureaucracy it has to be understood not as a limitation but rather as a rule of construction in the same way that the stars rotate with harmonic order, through the starry firmament. In fact the rules of the future it will never be coercive, but felt and experienced as inspirations of conscience, as a natural and harmonious melody that runs through the world. It 'so that new participants can join only if really willing to experiment beautiful thoughts and bright actions. Each member also has rights and duties: the right to fully participate in organizational life, of being a candidate, to nominate and vote, access to the organizational structures, both physically and through the Internet. The duties are the respect of the party’s regulations and by-laws, as well as good moral and civil conduct

 Article 10) Admission to the party is decided by the Council having territorial jurisdiction, at the request of the aspirant. The association is based globally and locally: each participant will be a member of the Party as a whole, as humanity is on earth, but called to fulfill a mandate for cooperation and mutual aid in its geographical area of ​​reference, identified on municipal basis. Local authorities are in fact the alternative of the future compared to a centralized and wild globalization: the harmony of centers and suburbs around us will recreate oasis of harmony, where peace shall reign and lead to limitless human growth.

Article 11) All members take the commitment to participate to the community life and to respect the decisions of the organs of the Party (the Territorial Councils and the General Council and the Council of Sages), to assist each other in moments of need and to share joy, in times of celebration.

Article 12) The quality of member is lost by resignation or, in serious cases, by suspension

 

 Article 13) A member may be suspended by decision of territorial Council or the General Council, when it has violated the party rules openly and provably, or if has committed acts of serious violence or coercion, to himself or others. In any case, it is always allowed the right of reply and appeal to the Council of Sages, within thirty days from the date of notification of the measure, in order to change his attitude through the possibility of positive self-criticism.

Article 14) The suspension shall be automatic ,in case of criminal convictions or violent attitudes towards man or nature, the exploitation or the profit obtained by unethical means. The self- suspension will instead enter into force whenever a member believes in his heart, that  he could not reconcile his attitude with the mission of universal peace advocated by the party.

 

Article 15) The bodies of the association are:
The Common Assembly
The General Council
The Territorial Councils
The Council of Sages
The Board of Auditors
The Spokesperson pro tempore

Article 16) The Common Assembly is the gathering place for the party as well as a forum open to all on the Internet
The Common Assembly is convened by the General Council at least once a year to approve the budget and, whenever the General Council deems it appropriate, or when it is requested by at least 1 / 3 of Members globally (or by a motion presented on internet). Except those presented by the General Council, the motions are presented at the meeting if they are supported by at least one third of the members. The voting is done by secret ballot and by absolute majority of Members.
The Territorial Assembly is convened by the Council of territorial jurisdiction when it is requested by at least 1 / 3 of the Members of the local constituency level (or through a motion filed on the Internet at the local level)

Article 17) The Assembly must be convened at least 7 days before the date of the meeting by sending a letter or fax or e-mail and posting on the premises of the seat of the Party, in full view. The notice must contain the date, time and location of the first and second call, and the agenda proposed by the General Council. May attend the meeting, with voting rights, all the members. A member shall be entitled to a single vote and no replacements are allowed. The Ordinary General Meeting on first call is valid with the presence of half plus one of the Members, on second call regardless of the number of present members. The resolutions are adopted by absolute majority of those present. Between the first and second call must pass at least one hour.

Article 18) The Assembly is also a permanent body composed of all members, wherever they are, and who can attend to it at any time through Internet connection, to rate the proposals and to make their own proposals. We encourage creative ideas, constructive and enlightening, those formulated to serve the common good, and through this to honor the Highest Good of all and everyone.
A proposal should be as follows:
a) listening to one’s heart and his own conscience as the only source from which to draw to suggest something.
b) let the proposal be based on Love and Light, on the constant search of the Supreme Good, the harmonious future and hope and never on fear or blackmail, under penalty of invalidity
c) let it be genuine and without any second goal
d) let it be the highest expression of consciousness of the individual who proposes
After this period of introspection, the applicant may set out its proposal via the website of the Party
e) the proposal must be voted by other members of the Party through electronic voting to reach consensus of enough members (local or global) to be accepted.
f) The minimum number of consents to be accepted as an effective provision of a Council area (City based) is the responsibility of the two-thirds of the members of that district, and it will take effect only on that area.
g) The minimum number of consents to be accepted at the General Council at the global level is two-thirds of the members, after hearing the opinion of the General Council
h) To express the opinion of the final conformity of a measure that will have repercussions on the whole Party and then on all those who are part, it is necessary the gather of the members of the General Council in a quiet and suitable place
i) They should pass few days in meditation and prayer, searching the depths of their conscience to give the answer.
j) During this period the members of the General Council renounce to the use of their material possessions and the community of members shall support them in all.

Each member of the General Council has to know that the decision will affect the entire community and then follow only, the voice of conscience and the parameter of love.
k) No act, gesture or proposal shall based on nothing but love and the search for the Highest Good of all and everyone.


May the dove of Peace and Love always be a point of reference for their decisions if they are taken to contribute to the Common Good and honor in that the Supreme Good

Article 19) The Assembly approves the yearly budget, and appoints the General Council every five years, consisting of a minimum of 3 to a maximum of 21 members, appointed to hold the Party in its global choices.

Article 20) Similarly, the territorial assemblies elect the territorial councils, to hold the territorial sections of the Party. The territorial councils are formed always a minimum of 3 to a maximum of 21 members, as needed.

Article 21) Requirements for election as Member of the General Council
The ethical and the moral development of members shall correspond to the highest ethical requirements and both the interior greatness and goodness of the Members of the General Council shall be so high as to arouse respect and admiration of everyone, without exception.
Let the nomination of a member be always given by others. No one can stand or propose its own will. Be the hands of the collective will to designate its servants
There shall be are no distinctions of any kind, or age, gender, status, education, religion or any other sort.
Any member of the General Council  shall prove wisdom, impartiality and dedication in fulfilling his or her functions.

The criteria stated above shall come into force after the Party has reached a considerable extension. Meanwhile, let the requirement of the Members of the General Council be honesty, wisdom and good will.

Article 22) The General Council is the executive body and management of the party, elected by the Assembly every 5 years. The General Council, acting by a majority of 50% plus one of the participants, shall meet at least twice a year, convened by the Secretariat, or whenever the majority of the members may be deemed necessary. It has the broadest powers for the ordinary and extraordinary administration and in particular on:
-Decisions on the ordinary and extraordinary expenses, on the operating capital and for the management of the association;
-Decisions on activities and services to be taken for the best achievement of institutional goals;
-The decisions about the direction of personnel and coordination of staff and professionals,
-The annual preparation and presentation in the Assembly, within the month of April of each year, of the economic and financial account on the activity of the previous year together with the provisional budget of the current year;
-The presentation of a program and plan for the activities to be carried out in the fiscal year;
-The power to appoint, from external to the Council, delegates to the performance of particular functions determined from time to time by the Council;
-The drafting and adoption of implementing regulations and guidance as well as proposals to amend the statutes to be submitted to the subsequent approval of the Assembly, after consulting of the Council of the Wise;
-The decision on admission of new members;
Each function-that the statute or the by-laws should not attribute to other organs.


 Article 23) The Board of Auditors is made up of independent members from other organs of the party, also chosen by the General Council from professional auditors. It consists of a minimum of three to a maximum of seven members and shall elect a president. It is for the Board of Auditors to comply with relevant standards of the financial control and maintenance of budgets, prepared by the Treasurer in consultation with the Secretariat.

It shall be possible to remunerate one or more components of the Board.

 Article 24) The Spokesperson is the legal representative of the Party and serves as a link between the Party and its outside. He is elected by the General Council, on a five-year term through open unanimous voting and may be renewed

Article 25) Requirements of the Spokesperson
The Spokesperson is a humble and kind man or woman with a strong spirit of service, while not completely giving up material goods, uses then as to give an example to others.
Knowing that his or her task is very important, should spend some time each day in meditation, prayer, listening to the inner conscience and in the exercise of aspiration to the Highest Good

Article 26) A Managing Director of the General Council, supports and assists the Spokesperson or replace him/ her in case of absence or impediment.

 Article 27) The Secretariat of the Party is made up of volunteers who take functions of verbalization of the Councils and of the Assemblies, writing and keeping registry of minutes and related to the purchase of the necessary means and services approved by the General Council and preparing contracts and related orders, and providing for payment of the expenses and verifying the correctness, in consultation with the Treasurer, of the material fees.

 Article 28) A Treasurer, appointed by the General Council within professional accounting experts, oversees the accounting and administrative management of the party preparing the accounts, providing for the proper performance of tax and social security, and preparing, in concert with other members of the General Council, the annual report on economic and financial terms and the provisional budget on yearly basis.

He shall, in consultation with the Secretariat, conduct the formal operations of collection and payment of expenses approved by the General Council as well as of those of ordinary administration. The Treasurer is also responsible for the functioning of the periodic inspection of the results of the financial accounts of cash, bank receivables and payables and the exercise of recovery of claims. The Treasurer is appointed for a term of three years, unless renewed by the General Council and has, within the Secretariat, the support of dedicated staff to economic and fiscal problems.

Article 29) The Council of Sages is composed of people of high ethical and social value designated by the General Council, as by all ex-Spokespersons and former members of the General Council
The Council of Sages, acting by a two-thirds majority, shall act as Board of Arbitration, to settle issues within the Party. a member who has received a notice of suspension, It appeals to the Council of Sages in order to evaluate his case before the entry into force of the suspension. The Council of Sages express a binding opinion on key issues, such as the election of the Spokesperson, the amendments to the Statute and so on.

For the first five years the Council of Sages shall only include people chosen out of the General Council


Article 30) The Territorial Sections
The Party believes that the local and regional dimension, is the basis for the decentralization of collective action: from here depart the improvement and progress of the individual who, as mostly, lives locally, while thinking globally. The local sections of the PAL are therefore essential to its development and to ensure adequate public participation. A territorial section may be dissolved by serious reasons, by proposal of the General Council after recourse to the Council of Sages

Article 31) The territorial sections shall refer to towns and their neighborhoods, while larger sections may cover provinces and regions and indeed, nations and supranational regional clusters, given the international nature of PAL. For each section, whatever it is, the norms established in this statute shall establish the regulations that the General Council will then approve. The financial resources available for political activities are divided in proportion determined between the central and territorial divisions of the political party, in the ratio of 70% (central) and 30% (regional sections) .

 

Article 32) Municipal Sections shall cover municipalities up to 15,000 inhabitants while district sections shall be formed in the municipalities of over 15,000 inhabitants .There can be any number of district sections the for each municipality over 15,000 people, depending on the population and using spatial distribution and always upon approval of the Municipal Council of the Section

Article 33) Provincial, regional or national Sections of PAL will be built in accordance with their regulations in force.

Article 34) for the establishment of a section is necessary the favorable advice of the Council of the section with upper  territorial competence and, for National Sections, or supranational Sections (eg Europe, Africa, America, etc..) upon favorable advice of the General Council

Article 35) It is possible to appeal to the General Council to resolve issues of jurisdiction between the sections. The Council may delegate to that some commission with adequate powers.

Article 36) The General Council authorizes the use of the logo of the PAL to sections of all ranks and sorts

Article 37) Nominations for the elections at various levels are presented by the Council of the Section having territorial jurisdiction

Article 38) Each section shall be formed as follows:
Territorial Assembly (with mode of convocation, composition, voting procedures and functions similar to the Common Assembly, but with expertise in the area in question)
Territorial Council (with election procedures and functions equivalent to the General Council, but with competence on the area in question)
Coordinator (with election procedures and functions similar to the spokesperson, but with jurisdiction over the territory of reference)
Administrative Secretariat (coadjuvated by a treasurer) and selected with modalities equivalent to those provided for in Articles 27 and 28.
Board of guarantee (equivalent to the Council of Sages but with competence in the area in question)

Article 39) Requirements for eligibility in all social positions are honesty, wisdom and good will

Article 40) All applications are made by persons other than the candidate and this also applies for the submission of electoral lists at any level.

Article 41) For the procedure for nomination of political candidates to be presented to the elections of the European Parliament, for the National Parliament, for regional councils, provincial and municipal authorities and for the offices of mayor and president of the province, their choice depends on the competent Council and their approval on the competent territorial Assembly by acclamation. If the Assembly does not approve a candidate for the territorial jurisdiction, he may be candidate only upon positive opinion of the General Council, prior binding opinion of the Council of Sages.

Article 42) Applications are then examined and approved by absolute majority (50% +1) of special committees appointed by Councils having immediate superior territorial competence or, in the case of appointment of national or international level, by  committees appointed by the General Council or by the General Council itself.

Article 43) As long as the PAL has not reached significant proportions, it is up to the General Council to submit nominations to the local or national elections

Article 44) The assets of PAL consists of voluntary contributions from members and bequests donations and contributions from any private or public bodies and by any movable and immovable property, owned or received.

 Article 45) Any surplus funds, funds, reserves or capital shall not be distributed in any manner, directly or indirectly, among the members but must be used to achieve institutional goals.

 Article 46) The financial year runs from January 1st to December 31st of each year and coincides with the calendar year.

Article 47) The dissolution of the PAL is approved by the extraordinary Common Assembly on a proposal by two-thirds of those entitled to vote and approved with the same quorum.

Transitional and Final Provisions

Article 48) It is designated as the first General Council, the ensemble of the founding members of the PAL, signatories at the end of this Deed of Constitution and Bylaws and as the first Spokesperson, the editor of the of the present Charter for a five-year term, renewable.

Article 49) The first General Council may establish any form of public act and documents necessary for full operation of the PAL, including amendments to the present statutes according to the directions of the law in force and to convene the first Common Assembly meeting, in physical form and as permanent forum on the internet as well as to appoint, contract or prepare everything that shall serves for the development of PAL in the immediate future.

Article 50) Anything not expressly provided by this statute makes specific reference to the applicable provisions of law in force.

And shall the future, instead of a gray panorama of desolation, be a land of radiant beauty, where the white dove of cooperation shall fly and bring to everyone Love Peace, Harmony and Beauty.
